Why you should be a delegate for Jim Bowden to the First District Convention in November.

Jim Bowden’s Statement: Dignity, Justice, and Hope – All For Virginia

For the past ten years I was Jo Ann Davis’s political ally and friend, I saw her build a unique legacy as a public servant. Republican Jo Ann Davis made principled stands on conservative issues and championed the Armed Services, military families, and our Tidewater environment. Her walk was her faith witness. Above all she was the bright exception to the rule that politics is just about power and money. Jo Ann Davis was all about public service. I share her passion for serving the People of our First District home.

My life is public service. Duty, honor, country as a soldier in the Army. Family, community and Commonwealth as a civilian.

I will work Jo Ann’s issues and my own to promote dignity, justice and hope. I have a vision of the future ‘’ Destiny of Freedom and Opportunity for Virginia and America. As your Congressman, I will move us towards that destiny by supporting our military in the War Against Terrorists , securing our borders against illegal aliens, cutting both taxes and spending, and protecting our Tidewater environment. I can give that vision voice. I know what needs to be done. I shall keep public service first. I shall keep America’s First District as America’s Best.

Our nomination for America’s First District will be decided by a Convention. This is the first essential vote to win. Whichever candidate brings more delegates – wins.

Please be my delegate to the First District Convention on a Saturday – November 10th – at Caroline County (Bowling Green), VA.

It will take a few hours of your life. It will determine who wins this election.

The Election. In the fullness of time Congresswoman Jo Ann Davis was, in the words of her husband Chuck, “fully healed of cancer.” She was called home to Heaven. The time is now for Virginians to compete and earn the People’s votes to represent the First District of Virginia. Getting elected in your own right has been our legacy since 1776. Tidewater usually welcomes all candidates in our spirit of “live and let live.”

This election is unique. The short time available – right at the time of general election – means the only way to nominate our candidate is by a convention. That means all the money, power, special interests and influence in the world can’t buy this election. The nomination goes to whoever has the most delegates show up for a few hours at a High School auditorium – probably on November 10th or 17th.

That means the slick, glossy flyers, the robo-telephone calls, the TV and radio ads, rallies and paid consultants can not market a candidate to you. No one can buy this election.

The nomination can be won by the citizens who have the fire in their bellies for freedom to give half a day for their right to choose their own representatives.

This election, if it’s decided by a grassfire of Virginia voters, more than grassroots manipulation will be by the People and for the People. Not the politicians. Not the consultants. Not the special interests. Not the money and power people. Not the activist king makers.

Furthermore, First District voters get to set the standard for their Representative. All the candidates will be Republican and Conservative. If you, the First District, want to set a higher standard – like true public service, the best prepared and most capable for duty on the Armed Services Committee from day one, the vision for our destiny, and the voice to speak the truth to power, then choose Jim Bowden.

ONLY if you come to the convention as a delegate can you determine who is your nominee.

The Issues.

All the Republican candidates for Congress in the First District will be Conservative on the issues. The issue - about issues - is what the candidate knows and how they will work to solve in the U.S. House of Representatives. What should make the difference on issues is how the candidates answer the questions of the voters.

The War. Bowden will provide oversight and appropriations to help win the long, long War against Terrorists. He understands the conflict in its context as a World War. He will vote to support the troops deployed in Operations in Iraq and Afghanistan for the successful completion of the missions. His job for 40 years, as a soldier and as a consultant, has been National Defense. He knows what Congress can do to support winning strategies, operations, tactics, and technologies. He knows many of the Ground Commanders, past and present, personally, by mutual friends or reputation and will listen to them advocate for the troops. His son-in-law serves in Iraq today. Bowden will use insights from his 20 years of Active Army service and 15 years as a ‘Military Futurist’, analyst and manager. He is a published and DoD military author for over 25 years.

Illegal Immigration. Close the borders to ILLEGAL ALIENS now. No excuses. No delays. Bowden will work for the proper funding for the full enforcement of the laws already on the books. He supports amendments to fix the worst parts of the 1986 Immigration law. He favors restrictions on immigration from Terrorist-producing countries. Bowden advocates a large, healthy LEGAL immigration of over a million persons a year – especially to re-unite families. Deport criminal illegal aliens first.

Taxes. Making the Bush tax cuts permanent and pressing for more is the only way to fuel the economy. Taxes kill jobs. The increase in taxes since the 70s in Virginia, for all taxes – local, state, federal - costs the average family of four ($51k @ year in Virginia) at least $157.00 each month. Ask a working family making $51,000.00 a year what an extra $157.00 means every month to them. He knows the choices it gives families. Bowden will work for a ‘flat tax’ first. Spending needs to be cut as much as taxes.

Health. We need to move money from government to individuals to empower their own health choices. Bowden has talked to Del. Phil Hamilton for years about expanding Health Savings Accounts that Hamilton champions. We need individual Health Savings Accounts at the Federal level – now. Bowden will work to cut regulations that cost.

Environment. Bowden will complete Jo Ann Davis’s job to move the Ghost Fleet and stop out of state trash. Furthermore, Bowden has a dream, like the Appalachian Trail, for bands of old growth forest and trails criss-crossing the Commonwealth for perpetuity. Bowden has the analytical skills to know the difference between good science and junk science in protecting The Bay. He will promote the best policies – that work, not punish. Like restoring the barrier sand bar – destroyed by Isabel - protecting much of Hampton.

Jobs. Capital creates jobs. Bowden will work to cut regulations and taxes that cost businesses money and Virginians jobs. He is pro-Right To Work and pro-Union member and family. He is named for a proud Union man. Bowden will support fair trade regulations, not special interest favors. His work in teams, and independently, to compete and win hundreds of millions of dollars in highly competitive bids will help him win in Congress. He has developed new business – and jobs - every year since 1994.

Social Security. Bowden supports grandfathering folks close to and in the current system, which is essentially a socialist ponzi scheme, as “promises made, promises kept”. No one will lose their Social Security. Everyone younger person deserves the Social Security that FDR promised – individual accounts. Only, now more than ever, the individual must control their account like a 401k retirement plan with additional insurance protections for ups and downs in the stock market and business cycle.

Homeland Security. Bowden conducted a classified workshop on ‘Homeland Security’ in 1997 for the Army After Next Wargame. Insights there made 9-11 and events which followed less of a surprise. He understands the complex systems Congress needs to buy.

Foreign Affairs. Bowden lived 11 years in 3 countries overseas. He has traveled widely. His understanding helped him conceive and close a consulting contract with the Romanian Ministry of Defense in 2004. The unclassified findings he wrote from the classified “Most Likely China” workshop he managed have proven true. Bowden supports security and stability overseas as the prerequisite for any nation choosing democracy or not. His foreign affairs commentary have been picked up worldwide.

Israel. Bowden’s one short trip to Israel (2003) was on Defense business. Bowden supports the defense of Israel without fail – no matter what array of enemies appears.

Energy. Bowden knows that expansion in China and India will keep the price of oil up. He supports increasing the supply of energy – which reduces energy cost to families.

Global Warming. Bowden taught ’Research and Methodology for the Social Science”. Consequently, he questions the science of global warming as he does macro-evolution.

2nd Amendment. Bowden supports the rights of individual citizens to bear arms.

HB 3202 – the 2007 Transportation Bill. Bowden was the Vice-Chair of The Peninsula’s kNOw Campaign in ’02. He helped the $45k of the People beat the $2.2m of the powerful, special interests. He opposed the re-packaged ’02 Tax Scam as HB3202 for Hampton Roads in writing - as the non-working plan, the wrong taxes and the unelected, unaccountable Regional Government the voters had already rejected twice. Worse now, this bad legislation has punishing excessive fees for Virginia drivers – only.

Traditional Marriage. Bowden was a city coordinator for the 2006 protection of marriage amendment to the Virginia Constitution. He wrote clear arguments for it. He will vote for the Marriage Amendment as Jo Ann did, if it comes up. Yet, he thinks Fred Thompson’s strategy of Constitutional Federalism is a superior and more achievable plan.

Armed Services Committee. America‘s First District Congressman should know what the Shipyard, Dahlgren, Langley AFB, Ft. Eustis, Ft. A.P. Hill, Quantico, and Yorktown mean to the current and future Armed Forces. Bowden can speak chapter and verse on what needs to be done at those locations to argue for the resources from Congress to do them better – today. Bowden’s perspectives broadened, deepened and matured in a lifetime of Defense work. He was first published in military journals and a book on Defense studies – 25 years ago. He understands the key Congressional choices for future forces from the concepts he helped produce. He will use insights from his Top Secret Special Compartmentalized Information security classification – nonstop for 23 years.

Veterans. Many catastrophic casualties, who would have died in other conflicts, are surviving. Their special needs are huge and expensive. We need to provide everything we owe these and other Vets as a grateful, indebted, trustworthy Nation. Married servicemen and women with children are the majority across all Services. The stresses of multiple combat tours create new pressures. Married families’ needs are different from the needs of the younger, single troops from earlier wars. Bowden will serve the Vets.

Education. Bowden went to public elementary, junior high and high schools in Virginia. He and his wife invested all three children in public schools through college. His wife is a counselor in a public school in York County that passed the SOLs from the very first year. Bowden served on the Poquoson Schools’ Long-Range Planning Committee. He was a strong advocate for second language study K through 12. Bowden supports excellence in education. He supports excellence in education for whatever choices parents make for their children. He earned degrees for West Point, Harvard and Columbia. Bowden was a teacher. He taught at West Point and the College of William and Mary. He will strive to move educational oversight and programs from the Federal bureaucrats to the Commonwealth. Virginia should educate her children, not DC.

Transportation. Bowden supports the Federal fair share of interstate highways in Virginia. Federal regulations must be balanced between safety and sanity. Bowden opposed HB 3202 for imposing an unelected, unaccountable, un-separated powers Regional Government with a plan that doesn’t even work to reduce congestion. Also, it imposes unnecessary and unfair, punishing new taxes to enrich political special interests. Bowden has blogged and written the right transportation solution for Hampton Roads.

Agriculture. 6 out of 8 generations of Bowden men were farmers since his ancestor came to Isle of Wight County. He supports farm insurance over farm subsidies.

Fishing. Bowden knows there must be a balance in the Federal involvement in Virginia’s fishing industry and sporting enthusiasts. He will listen to watermen and sports fishermen alike – they’re his neighbors – to find the balance.

Hunting. Bowden supports hunters and good conservation of animal resources.

Abortion and Euthanasia. Bowden is pro-life. He supports Fred Thompson’s calls for a return to Constitutional Federalism which takes sanctity of life issues out of the Federal Courts and puts them back in the state legislatures where they belong.

King William Reservoir. Bowden supports Jo Ann Davis’s position opposing the King William Reservoir. The analysis he’s seen doesn’t support it. He will finish her efforts.

Virginia Indian Tribal Federal Recognition. Bowden opposes the bill for Federal recognition of six Eastern Virginia tribes. The issue is the emotional wound and insult to Eastern Virginia Indian tribes from a racist Richmond bureaucrat in the 1920s. Some recognition that heals and honors our Indian neighbors is needed. But, this bad bill has a racial blood census creating an unfair no-tax sales advantage for small businesses across whole counties of Virginia for any person who is only one-eighth Indian and whose family has assimilated as Virginians for 300 hundred years. There’s a better way.

Fort Monroe. Bowden supports preserving this national treasure as a national park, where citizens live, work and play – while protecting what is important – like the Presidio of California. Fort Monroe shouldn’t become the piggy bank for local special interests.

The War on CHRISTmas. Bowden is experienced locally with what Jo Ann Davis took on nationally. He helped parents and teachers with no experience in political activism restore the appropriate historical, cultural, educational celebration of the official, legal National and Virginia holiday – called Christmas - when it was threatened.

The Wren Cross at William & Mary. Bowden is the only non-William and Mary graduate in the Save the Wren Cross organization (as he was adjunct faculty). Bowden will work for more diversity of ideas and free speech in Higher Education.

Race. Two of the three sins staining our flag of Virginia have been cleaned. Slavery and segregation are over. In all of human history no group every came up as far, as fast, as high, with as much dignity and courage over such hurdles as Black people in America, 1865-1965. Racism is repugnant and cuts in every direction. Special privileges of any sort, based on race or religion, are wrong and should be eliminated. Bowden did his part in the Army to overcome its racial divides. He is for justice for individuals, not groups.

Confederate Heritage. Bowden walked the battlefields with his grandfather Atticus. He grew up on oral family history with stories of incredible courage, fidelity and honor. He supports teaching complex and informative history, honoring heritage, and respect for all.

Family. The Judeo-Christian culture’s family is foundational institution of American Civilization, the United States of America and the Commonwealth of Virginia. Bowden will support legislation that supports the family – guided by Republican principles.

Changing Face of Virginia. There are ‘Original’, ‘Old’, and ‘New’ Virginians. The recent tragedy at Tech demonstrated how much we have in common. We were all Hokies then. We’re all Virginians now. We all will work together to achieve a better future.

Virginia Values. Virginia’s colleges, churches and government have been bedrock institutions to transmit the values that make Virginia – our Old Dominion home.

Religion. Bowden will oppose the cultural cleansing of Christianity from public life. He understands the center of the U.S. Culture War, which he call the Second American Civil War (ACW II), is the attack on American Judeo-Christian culture by Human Secularists.

Term Limits. Bowden supports term limits through fair, open, honest elections. He has helped replace an incumbent Republican Virginia delegate and senator with a stronger Republican by winning open primaries. Bowden would resign in 2014 – assuming his good health and return to office by the People. His strategic view is to help shape the aftermath of two presidential elections – in the House of Representatives – post 2008/12.

James Atticus Bowden will be 57 on November 18th. He was born in Lawton, OK in 1950. He has been married to the former Katherine Kyle of Beckley, WV for over 32 years. They have two daughters, one son and one son-in-law, one granddaughter and twin grandchildren in the womb. They have resided in Poquoson since 1989.

Jim earned a competitive Presidential appointment to the United States Military Academy at West Point for the Class of #146;72. He was commissioned as an Infantry Officer. He served in five combat divisions as an Airborne, Ranger-qualified officer and retired after 20 years in service. He has been a defense consultant ever since.

Jim earned a Masters of Public Administration from the JFK School of Government, Harvard University in 1981. He taught American Government, Public Administration, and Research and Methodology for the Social Science courses for 3 years in the Department of Social Sciences, United States Military Academy. He was an Army officer graduate of the United States Marine Corps Command and Staff College at Quantico, VA in 1985. He earned a Masters in Philosophy of Political Science at Columbia University in 1985. Bowden taught one semester, “Politics of the Cold War”, as adjunct faculty in the Government Department at the College of William and Mary in 1993.

Jim joined the Republican Party the week he retired from active duty. He was the chairman of the Poquoson City Committee 1997-2004. He was elected at competitive conventions, like the one on November 10th, to the State Central Committee, RPV in 2002 and re-elected in 2004. Jim has contributed to 7 local elections where his side was outspent and still won – contrary to all political wisdom – when the odds were 2:1, 3:1, 5:1. 10:1 and 40:1. He has helped win every local election where he had an active role.

He served as the First Vice-Chairman of the First District until Russ Moulton, the former Chairman, resigned. Russ asked him to step up. Congresswoman Davis took the unusual act of endorsing Bowden in public. Jim was elected the Chairman, First District Committee, RPV on September 21st. He resigned this position to avoid the appearance of any conflict of interest in this nomination process to select our Republican candidate.

Jim has been involved in community affairs in many aspects – often as a grassroots activist.

Jim writes an op ed column for the Yorktown Crier/Poquoson Post. He contributes to the premier policy web site and ezine in Virginia, ‘Bacon’s Rebellion’. He was a local columnist at the request of the Daily Press. He has a web site, www.americancivilization.net and blogs at Deo Vindice. His first novel, Rosetta 6.2, was published in 2007. Many websites carry his op eds regularly. National sites, like Newsmax.com and PatriotPost.us carry him on occasion.

Jim is a member and Sunday School teacher of Emmaus Baptist Church in Poquoson.

Congressional Service

Some candidates will invoke Ronald Reagan almost like a chant. They aren’t Ronald Reagan and neither is Jim Bowden. As much as Virginians love Virginia – her people, her land, her water, her history and her hope for the future, Virginians can set the bar higher for their Representative to be all he or she can be.

Bowden hopes to serve like a Newt Gingrich and William Wilberforce – adopted for our times.

Newt Gingrich was the Contract with America strategic idea guy and tactical leader for the capture of the majority in 1994 – saving the Nation from far more damage under the Clintons.

William Wilberforce was persuaded by his Christian faith to serve tirelessly the righteous cause of ending slavery in the British Empire – against all odds and never quitting – until ‘he’ became the ‘they’ that won the victory.

Bowden will speak the truth to power in one minute speeches on the floor of the House of Representatives.

If a Republican President is elected in 2008 and 2012 Bowden will push the agenda of a ‘Munificent’ Destiny for Virginia and America.

Jim Bowden knows he won’ be Reagan, Gingrich or Wilberforce. Jim Bowden will be just Jim Bowden. And like Jo Ann Davis, Jim Bowden will be your public servant.
